Manufacture of nuclear fuel elements is an important part of the nuclear fuel cycle.Nuclear materials in a different state of physical and chemical distribute in equipment,containers,and process piping.The main technological process includes uranium chemical conversion,powder metallurgy,components processing,fuel rods welding,fuel assembly assembling and inspections,is a complicated process in nuclear fuel cycle,so there are many types of accident.Main types of accidents include UF6 leakage,nuclear criticality accident,hydrogen explosion,nuclear material scattering out,environmental pollution and external accident,etc.Emergency action level(EAL)is one of the important content of contingency plan of nuclear fuel manufacture plant,is a major criterion to determine the classification of emergency state.This paper takes the emergency action level of pressurized water reactor fuel production line as the object of the research,through the investigation about the present situation of production line,the evaluation and identification of the potential risk,analyses the possible accident and its consequence using the preliminary hazard analysis(PHA),identifies early emergency warning information based on signsof accident,it is concluded the correspondence between the emergency state classification and risk level,determines the level of emergency action based on the direct accident alarm message.This paper puts forward basic scheme of emergency command decision making of the pressurized water reactor fuel production line,presents an emergency organization,the basic flow of emergency response.
