Under the background of rapid urbanization,the hinterland of Metropolitan Area--the “Metropolis Peripheral Area” has gradually become the focus of research.This area includes both urban built-up areas and rural areas,over the years,the competition of multi-stakeholder in this area led to the spatial evolution mechanism to be complicated,and cause problems and contradictions.Review existing studies,author found that the spatial evolution process is closely linked with the multi-stakeholder(district,town,village),and the interweaving of stakeholder leads to the spatial differentiation of peripheral area,which can map the "subject-initiative" characteristics.Therefore,in-depth study of the spatial evolution and dynamic mechanism from the perspective of subject can effectively promote the integration and development of Metropolis Peripheral Area.Based on related theories,this paper takes Suzhou as an example,and constructs a theoretical framework of the stakeholders' dynamic mechanism to explore the stakeholders' mechanism in space evolution,which includes four elements “subject”,“motivation”,“behavior” and “results”.Firstly,through the image analysis,this paper combines the space evolution of Suzhou Metropolis Peripheral Area from the perspective of subject,and summarizes three types of spatial evolution according to three stakeholders'(which includes district,town,Village)dynamic characteristics.Secondly,combined with three typical cases such as Suzhou Industrial Park,Suzhou High-tech Zone and Wuzhong District,the paper further summarizes the difference of stakeholders' dynamic mechanism in the spatial evolution.Finally,the paper puts forward the optimization strategy of stakeholders' dynamic pattern.The main conclusions of this paper are as follows:(1)Combining with Giddens' s stratification model and related theories.The paper constructs a conceptual framework that includes four elements of “Subject”,“Motivation”,“Behavior” and “Result”.Specifically,“Subject” focuses on the stratification of subject which includes three levels,the district government,town government and village collective(village);“Motivation” highlights the differences of two behavior paths which are “top-down” and the “bottom-up”;“Behavior” focuses on various spatial evolution types in Metropolis Peripheral Area;and “Result” emphasizes the different core interests of stakeholders' behavior which' power is given by the policy-systems.(2)Taking Suzhou Metropolis Peripheral Area as an example,this paper uses the method of image analysis to combine the space evolution of Suzhou Metropolis Peripheral Area from the perspective of subject,and summarizes three types of spatial evolution according to three stakeholders'(which includes district,town,Village)dynamic characteristics.Three types are as follows: one type of new city dominated by district government,such as Suzhou Industrial Park;one type of pieced together city from district and town government,such as Suzhou High-tech Zone and Xiangcheng District;and one type of mixed together city from town government and village collective(village),such as Wuzhong District and Wujiang District.(3)This paper further summarizes stakeholders' dynamic characteristics of Suzhou Industrial Park,Suzhou High-tech Zone and Wuzhong District from four aspects,“Subject”,“Motivation”,“Behavior” and “Result”.Three cases together show that the power of district and town is strong,the village's power is weak,but there are still many differences obviously.Specifically,due to the start of abundant funds,advanced planning and construction,and advanced management experience,Suzhou Industrial Park's city areas and surrounding towns(villages)get rid of independence and to be integrated,finally creates an ideal city model.Due to lack of start-up funds,frequent zoning adjustment,and lack of planning control,Suzhou High-tech Zone appears a series of problems: the urban pattern staggered obviously,stakeholders' competition for land fiercely,and the traditional rural decline sharply.Due to Towns of Wuzhong District are all own strong economic strength and good resource endowment,but the district government's development funds are limited,the regional natural basement are complex,and the capacity of space constraints is limited,so that Wuzhong District appears a lot of problems,such as space shape is broken,large number of heterogeneous spaces,and harp contradiction between urban and rural areas.(4)From three aspects of “ontology positioning”,“planning control” and “policy syst em”,this paper puts forward the optimization strategies of the stakeholders' dynamic patter n.Firstly,it clarifies the rational value orientation of “Public Interest First”" at all levels of government,through effective institution setting the local government's action boundaries,and builds a multi-level,multi-type,multi-style,autonomy and heteronomy interactive vill ages autonomous organization,encouraging the collective village and the villagers return t o autonomy ontology.Secondly,according to three stakeholders of district,town,village,the paper constructs multi-level,network planning system of "macro-meso-micro",and build a multi-level benefit sharing platform to protect the effective implementation of the planning.Finally,the paper puts forward measures about the administrative of government,land system reform,land tax and social security system reform,hopes that the government can implement the policy system reform and ensure the stakeholders' dynamic pattern.
