Ocean is an important space of coastal national economic and social development and resource base,the reasonable development and effective protection sea has become a relationship to the coastal national survival and development of major strategic issues.With the economic and social development,population,resources and environment problem increasingly prominent,such as the international community of exploitation and utilization of Marine resources,control of Marine space competition,global has entered the new period of large-scale high-tech development of ocean.System after the reform in the past ten years can meet the water transport enterprises and the needs of the aquatic safety surveillance in our country,in the maintenance of national sovereignty,aquatic life and property security,protect water environment,assuring the health development of maritime traffic and improve the image of the government departments in our country,etc.,have played an important role.But the reform did not solve all problems,particularly in the maritime supervision idea,system,procedure,methods and operation mechanism,etc.,traditional system gradually cannot meet the needs of the rapid economic and social development in our country.Through the study found that the problems that exist in the huizhou maritime bureau maritime safety regulation,improvement measures are put forward to solve these problems and set up perfect maritime bureau,safety supervision system in Huizhou.In total during the process of this research is divided into five parts:The first part,introduction.Through the research background,purpose and significance of this research are analyzed in detail,the importance of combining research status at home and abroad and the research mentality and the research content to briefly;The second part,the relevant theoretical research.Mainly introduced the research is mainly applied to the responsible of the maritime and safety supervision system are two basic concepts as well as government regulation,organization and management and basic theory of new public management system,and to parse the particularity of maritime safety regulation;The third part,huizhou maritime bureau,safety supervision system construction present situation analysis.Through introduction of the development of huizhou maritime bureau,the construction of the status quo and existing problems are analyzed;The fourth part,the responsible maritime bureau,safety supervision system experience for reference.Through introducing other maritime bureau relevant experience,draw lessons and enlightenments on maritime safety administration of huizhou;The fifth part,the structure of huizhou responsible maritime safety administration supervision system,by building the basic principles,construction safety supervision system and the establishment of the corresponding safeguard measures.
