Currently,our country is in the construction of resource saving and environment-friendly society,and no longer change the transportation environment,local governments have issued relevant documents in terms of urban rail transit planning,towards environmental protection and energy saving at present.However,if only rely on the government's fiscal funds is very difficult to reach orbit transportation construction investment demand,therefore,to find new financing model.In the field of urban rail transit in our country,has introduced the preliminary the PPP mode,its practice has gradually expand,the theory and practice prove that this model can be the problem of funds from a certain extent,ease the pressure,and greatly improve the efficiency of project management,however,in the midst of urban rail transit project that there are many other problems such as intensive investment,risk,and such problems as high sunk costs,will increase the risk of facing private capital,thus successfully using this model to urban rail transit project example of the construction of the very few.In this situation,and establishes a set of scientific,accord with the actual situation of the PPP project risk evaluation system is particularly important,can greatly promote the construction of the success of the project completion.First of all,this paper selected topic research in Beijing and the research status at home and abroad and the research and analyze related literature at home and abroad,combing the PPP model in urban rail transit is expounded related theory,and aims at the current status of the urban rail transit in our country and summarizes the application of PPP model,in order to understand in urban rail transit project adopts the feasibility and necessity of PPP mode.Second,focus on analysis of urban rail transit in China reflects the characteristics of the risk of PPP project,and carries on the classified,thus summarizes get preliminary risk listing of the PPP projects of urban rail transit,and against the filtered 21 risk factors,the questionnaire survey to get the final list of risk,so as to establish a political,economic,legal contracts,completion,environmental and risk of first-degree indexes such as operation and maintenance of urban rail transit of PPP project risk evaluation index.Third,choose the network analytic hierarchy process(ahp)to evaluate risk factors for above summary to get,to establish the PPP project risk evaluation model of urban rail transit,and use the Super Decision software operation,get weight sorting according to the result of calculation,thus established the PPP project risk evaluation system of urban rail transit,combined with the specific case analysis.Finally,the paper summarizes the research papers,the lack of analysis in this research,and is the direction of future research.
