With the development of cities, the demand of public traffic is increasing day after day. Especially urban rail traffic, it has become one of the primary vehicles. The rail traffic planning is very important for the development of rail traffic. Nevertheless, the rail traffic network evaluation is the chief part of the planning. It should make society economy,resource entironment and public traffic harmoniously develop according sustainable development.The article has established AHP-Entropy-TOPSIS evaluation model primarily based on the study of production and evaluation methods at home and abroad. This evaluation system not only rectifies the former indexes, but also adds some new indexes. For example the united empoldering level of the rail traffic and the ground along the line. Besides, this model improves the method of evaluating indexes'weight. It makes the indexes weight more reasonable by combining subjective weight and objective weight. This article chooses TOPSIS method to compare the projects. Because it can get result based on the project's overall property.At last, this article makes use of the model on The Changjiang River delta rail traffic network planning project among the cities. The fact shows that the model is scientific and reasonable. I hope the model can help improving existing evaluation system more or less.
