Chongqing has being encountered numerous traffic issues such as traffic congestion,road accidents,environmental pollution and energy consumption while the process of urbanization has being accelerated and the vehicle amount has being continuously escalated.Intelligent Transportation Systems(referred to as ITS)is an effective method which not only can do improve the working condition of traffic within road networks,correct traffic violations and regulate the traffic order,but also can enhance the coordinative ability of traffic emergency and the level of traffic intelligentization and traffic informatization.The relevant researches of Chongqing ITS planning and construction play a significant role for sustainably developing society and economy,improving the people's livelihood,protecting ecological environment and establishing the Intelligence City of Chongqing.The main achievements of this thesis are as follows:Firstly,on the basis of main traffic issues in Chongqing,the thesis analyzes the functional requirement,performance requirement,efficiency requirement and risk requirement for Chongqing ITS,all those can lay the foundation to construct Chongqing ITS Architecture.Secondly,the thesis employs Process Oriented Design Method to establish Chongqing ITS Architecture.Known the user principal,service principal and Eight User Service Fields of Chongqing ITS,the thesis found Chongqing ITS Logical Architecture.Thesis puts forward the short-term physical frame of Chongqing ITS,which includes "Chongqing Municipality Intelligent Traffic Monitoring Command Center";"Seven Basic Systems"(Seven Basic Systems refer to Traffic Information Collection System,Traffic Accidents and Incidents Detection System,Monitoring and Recording System for Traffic Violations,Traffic Signal Control System,Traffic Guidance Systems,Information Security System and Communication Network System);"Seven Application Platforms"(Seven Application Platforms refer to Integrated Command Platform,Traffic Management and Assistant Decision Platform,Data Exchange Platform for Traffic Management(PSN),Intelligent Traffic Management & Control Platform,Traffic Information Analyses Studies and Judgment Platform,Data Exchange Platform for Traffic Management(ITPN)and Internet Information Service Platform);"Three Access Systems"(Three Access Systems refer to CCTV System,Bayonet System and RFID System).Meanwhile,based on techniques of Mobile Internet,Big Data,Cloud Computing and Artificial Intelligence,thesis puts forward the middle-long-term physical frame which consists of sense level,application level and service level.The frame can realize the goal of overall process,overall sample and overall temporal and spatial traffic control and management that making “People-Vehicle-Road-Environment-Transportation” five in one.This frame possesses the advantageous characteristics of eliminating "Information Island",improve the value of traffic information and providing user-oriented services,those all lays the foundation for the development of smart city.The author finally designs the communication system and demonstrates the thought of standardization construction and relevant standard specification.Finally,based on the planning objectives and comprehensive function of Chongqing ITS,the thesis employs TOPSIS(Technique for Order Preference by Similarity to Ideal Solution)to establish the Chongqing ITS Planning and Construction Model.This model adopts AHP to make weight to items of evaluation indexes,which provides scientific and rational mathematical model support for the implement of Chongqing ITS Construction Project and avoids the experiential decision making.The thesis verifies the feasibility of the planning model through ITS Construction Project in the main urban areas of Chongqing.
