In the contemporary global energy ratio,natural gas as a clean energy,its pipeline coverage is growing,and the rapid development of urban construction,these two are enough to show the importance of natural gas in people's lives play a role.However,there are two sides to everything,the main component of gas is methane,flammable,fast diffusion,explosive,easy to rekindle,explosive or chain explosion,such as the nature of the pipeline itself,corrosion and other problems,so that the probability of the occurrence of unexpected events greatly increased.In order to further improve the safety of city gas pipeline operation,reduce the possibility of the occurrence of city gas accident,guarantee the safety of people's life and property,it is necessary to evaluate the emergency capability of urban gas pipeline.First of all,this paper analyzes the characteristics of the emergent events from the four aspects of the character loop management by the accident cause theory.Through three aspects of gas pipeline leakage data,typical cases and the compiling contents of emergency plan,the paper analyzes the reasons for the failure of the city gas pipeline,that is,the external factors of the third party destruction and safety management defect,the corrosion,the quality defect of the pipeline,internal factors that invalidate the safety protection device.Secondly,based on the emergency management cycle,the first level index is established as "beforehand monitoring early warning,resource support ability,incident response ability,and later processing ability",and the 28 two-level index is simplified based on the method of document frequency.and the choice of comprehensive evaluation model is to consider the combination of subjective and objective,the structure model considers the feedback relationship between index and index layer,selects analytic network process,and calculates the comprehensive weight of each index by using the index importance of expert consultation and super decision software.Because BP neural network has self convergence and self-learning function,use it to overcome the subjective shortcoming of expert scoring and combine the expert hundred scoring method to carry on the rationality test of the expert group scoring data;Finally,the synthetic weight is added into Euclidean distance calculation,the approximation ideal solution(TOPSIS)sorting method is improved to overcome the small sample data defect of BP neural network,The grading grade is divided into four grades of excellent,fine,pass,difference(specific corresponding [85,100],[75,85),[60,75),[0,60)),and the evaluation results are calculated by calculating the progress of the paste and comparing the emergency ability of the target object.Finally,combined with a city natural gas company emergency rescue work case,carries on the comprehensive appraisal model application.The results show that the evaluation system of emergency capacity of urban gas pipeline is reasonable and feasible.The method of establishing the model is used to calculate the progress value of each expert,and the ranking comparison is the value minimum value is 0.153,the value corresponds to the questionnaire expert serial number is 14,corresponds to the BP result 0.848708806,obtains the comprehensive evaluation result of the enterprise emergency ability according to the grading grading grade to be good,the emergency monitoring equipment configuration,emergency communication equipment equipped,the control of emergency traffic information is the main influencing factor,and the improvement and management should be strengthened.This can be used for reference to the efficient development of emergency work in gas enterprises.
