With the stable development of China’s economy, construction investment is very active. The proportion of total output value of construction in GDP has gradually risen, so the construction industry has become one of the most important industry of the national economy. However, in the process of rapid development of the construction industry and promoting economic prosperity, there are serious problems of safety production. In recent years, the number of fatal accidents and death toll has declined, but the base is still too large. This situation seriously endangers employees’ life safety and national property safety. In the long term, construction industry likely to deviate from a stable, healthy development track. Faced with such a grim construction safety situation, Chinese government uses many means such as safety laws and regulations, safety supervision, and experts also conduct a study on the safety management. But so far, these approaches have achieved little success. The key reason is that there is no adequate taking into account that the different regional conditions can lead to different construction work safety situation. Therefore, in order to fundamentally improve China’s overall construction safety situation, evaluating the construction industry work safety levels from a regional perspective and taking specific measures according to regional difference are of great significance for promoting the balanced and reasonable development of its work safety structure.By combing the safety evaluation types and methods of construction industry, the practice situations of safety evaluation in construction industry are deeply analyzed and the problems are found. Then the importance of safety evaluation in construction industry in a regional perspective is drew, and the evaluation of construction industry work safety levels on regional level is determined as the research object. According to the relevant requirements of national production safety standards, in view of the international methods of casualty accident statistics and safety dualism from the economic perspective, a synthetic evaluation index system of the regional construction work safety level and evaluation model based on entropy TOPSIS is built. Based on this, an empirical research is conducted. Specifically, the construction work safety levels of 30 provinces(autonomous regions and municipalities) in China from 2003 to 2013 are sequenced and the comparative analysis of the differences is given. The study results include the following:①On the horizontal space dimension, there is a long-term difference of regions’ construction work safety levels. Specifically, the construction work safety levels in eastern coastal zones, northern coastal zones, southern coastal zones and the middle reaches of the Yangtze River are relatively good. The construction work safety situations in the middle reaches of the Yellow River and southwest zones are at the middle level. The construction work safety levels in northeast zones and northwest zones are very poor.② On the Longitudinal time dimension, each region’s construction work safety level is volatile in eleven years, but the fluctuation range is different. According to the development tends, the construction work safety levels of 30 regions in Mainland China can be divided into four categories,namely fluctuatingly increasing type, maintaining type, fluctuatingly decreasing type and dramatically fluctuating type.Finally, according to these characteristic differences, two proposals are put forward: the first is to improve the structure balance of eight zones’ construction work safety levels, and the second is to ensure the fluctuation stability of each region’s construction work safety level. |
