Review On The Development Process Of Policy—based Housing In Shanghai Since 1998

Since 1998,housing policy in our country has changed a lot,the nature of housing has undergone dramatic change.Besides the nature of social welfare,housing had been defined to pillar industry,the impact of which was not expected in the preparation of the master plan of Shanghai in the 1990 s.During the implementation of the master plan of2001,Shanghai has gone through a period of the fastest growing speed and the biggest growing scale in its history.The construction of policy—based housing which is represented by large scale?high density has broke the boundary of land use in the master plan.The construction is also the space reflection of housing policy of our country,including their decision-making ?layout?scale and construction standard.On the one hand,the construction of policy—based housing has influenced urban space by influencing the revision of the comprehensive urban plan of Shanghai;on the other hand,many social problems have appeared after the construction.However,the current researches always focus on the summarization of the construction results and the technical problems,rather than analyzing the relationship of housing policy ? housing planning and construction,which lead to a lack of in-depth study and a lack of proper judgment to the future to some extent.This paper has studied the construction of policy-based housing in Shanghai under the premise of combing housing policy.The construction of policy-based housing in Shanghai since 1998 has been divided into two stages.The first period(1998-2007):Under the background of the commercialization of housing,the construction of policy–housing is to adjust the supply structure of housing,which is represented by the low-cost but high quality communitis and supporting housing communitis for major projects.The second period(2007-): Faced with the subprime mortgage crisis,the government began to rescue the market,adjust supply structure of housing and put attention to affordable housing construction again.The policy-based housing in this period is represented by the construction of large residential communities.By following the policy context ? the policy objectives ? the content and the implementation of planning in the two phases,this paper try to understand the connection of “policy-plan-construction”,and then review them in four levels:identity ?construction process?relationship with other plans and the the results of construction.Besides,this paper has chosed policy-housing in Gu cun and Lin gang as Microscopic Cases,which are very different in construction stage?location feature and construction process as additional discussionand and confirmatory discussions,to review their impact on urban development.At last,this paper has put forward somesuggestions of different kinds of policy-based housing to support the preparation of Master Plan of Shanghai now.
