In order to face the problem of aging society in Taiwan, the government haspublished the first senior citizens welfare act in1980. From then on, the authorities haveperfected a series of policies and laws related to the elderly welfare, hoping such movescould turn the traditional aged care system into the world trend of active aging andaging in place.However, according to the Trajectory of developing elderly welfare policy inTaiwan, the policy not only lacked long-term and overall housing policy but also had noclear strategy for elderly housing. The vacancy rate and house prices in Taiwanincreased gradually, so that the ordinary wage-earning households could not affordhousing, and general seniors cannot afford to live in the appropriate senior housingneither. In the end, the supply and demand relationship of residential market is notbalance.Although to meet the nursing and care needs and to promote economicdevelopment, the government has canceled the non-profit restriction for industry ofaging, and also launched the Act, Encouragement and Promotes NongovernmentalParticipation in Public Construction, in2004. But, that Act did not last long, andeventually stopped in2008. In this background, the overall residential policy andHousing Act finally were published in2007and2011.Development of Taiwan senior housing policy is a process involving how to find abetter way to deal with aging society. Reviewing these courses and making an inductionfrom the development of senior housing policy in Taiwan are the main purpose of thispaper. Besides, hope the conclusion could provide mainland China’s elderly housingpolicy development with reference.
