In the 21st century, worldwide disasters came into an increasingly serious situation, worst-hit disasters occurred constantly in our country, while national disasters continue. With the rapid development of the cities, developed economy and high standard of living are still attracting large numbers of people into the city, leading to a high concentration of population and material wealth. In this case, if the disasters occur, there will be a huge loss. In addition, the rapid expansion of the city caused the dysplasia and the ecological imbalance problems inevitably; this will also led to the forming and deterioration of the disasters. In current development situations, the conflict of urban safety and urban disasters has intensified. Since the 1980s, the issue of urban disaster prevention and mitigation has been widespread concerned around the world. "Strengthening the construction of urban disaster prevention and mitigation, to build a safe urban environment" has become an important prospect of the development of the cities.The constructions of urban disaster prevention contains the disaster preventing engineering system, the disaster preventing shelter system and the rescuing road system, as long as the disaster preventing transformation of urban land. City parks can play a variety of direct and indirect roles in disaster prevention and mitigation, so they should be transformed into the places with the functions of protecting people and holding the relief activities of urban disasters.In this article, the author first describes the national and domestic theory and construction of the field, including Europe and the United States system of disaster prevention green space, the Japanese disaster preventing park system and Taiwan’s disaster preventing space system. And summarize the content and design standards of these theories. Then the author compared the city parks and other disaster prevention and mitigation spaces, leading to the conclusion of anti-disaster benefits of the parks. Then suggest the necessity and significance of the disaster preventing transformation of city parks with the benefits mentioned above and the current disaster situation. Next, the author put forward the specific content of the transformation, including the principle, the security and suitability assessment, the positioning analysis, and the design of the inside space, facilities and plants.
