Study On Policy-hindrance Of Urban And Rural Planning Implementation From The Perspective Of Public Management

Urban and rural planning implementation is not only the important link of urban and rural planning work, but also the main process of carrying out the planning content as well as realizing the planning aim. China is now in the rapid urbanization period at which urban and rural planning implementation work has its important meaning and special value. However, there exist a lot of policy-hindrance phenomenon while the concrete planning implementation process which has exerted great influences on the development of China's urban and rural society and economy. In this sense, it is particularly important to make a study on the policy-hindrance of urban and rural planning implementation and meanwhile give the related suggestions.Urban and rural planning is a kind of public policy, and then its implementation is corresponding to the public policy implementation as well. Such kind of implementation has directly relation to the integration and redistribution of related society resources. Therefore, the study on policy-hindrance of urban and rural planning implementation from the perspective of public management will give a more profound analysis on this problem from the perspective of interests demand and so on. On the basis of collecting and arranging its concrete manifestations and basic characteristics, this thesis has made an interpretation and analysis research of policy-hindrance of urban and rural planning implementation from the perspective of public management at the very beginning; then by means of the construction of qualitative model which is composed of game interests in the process of urban and rural planning implementation, this thesis has made a rationality analysis to the related interests game content in order to get its rational factors or not correspondingly. Subsequently, based on the analysis of comparative advantage appeal, special right, multiple interests'identity as well as the supervision and inspection unsoundness of urban and rural planning implementation management subject itself, this paper has thus made the conclusion that the multiple interests'identity of urban and rural planning implementation management subject is the main inducement to policy-hindrance of planning implementation. In the following chapter four, from the angle of interests' identity restriction to planning implementation management subject, the thesis has proposed some opinions and suggestions from the following three aspects: change the traditional planning implementation management concept; perfect the urban and rural planning implementation management mechanism and strengthen the planning implementation system as well. The disadvantages of present study and the problems worth further research has been concluded at last.
