In the face of a shrinking Combustion engine market in China, diesel company, named CSR QISHUYAN Co. Limited(hereafter is referred to as QSY), is seeking for a new development point. Coinciding with the readjustment of CSR, the HXD1 C electric vehicle is transferred to QSY for production. And CSR require that the manufacture of a HXD1 C electric locomotive has to be finished soon. However, the existing production planning management still considers revising a lot of insufficient and abuses, which leads to a mismatch between trial production progress and provision nodes.In order to change this situation, Project Management, a kind of effective management method, is applied in electric locomotive manufacture. Reliable project schedule and effective project control provide important guarantee to make electric locomotive manufacture project finish on time. In this paper, we adopt basic principle and method of project progress planning and control, and combine it with actual project. We mainly deal with two parts: planning and control. The first part is an introduction mainly about the overview of QSY, the background and situation of electric locomotive manufacture project. Section 2 focuses on the basic case of electric locomotive manufacture project, briefly covers the process option, and introduces organizational structure of the project. and analyzes the Production Management problems. Section 3 introduces how to draw up project schedule by explaining the steps of electric locomotive manufacture project's plan. Furthermore, it puts strong emphasis on the drawing of network diagram and schedules. Section 4 suggests the control and approach of electric locomotive manufacture project's progress, lists one unexpected case as the project proceeds and preventive measures. Section 5 presents the gains and deficiencies in the project. Final section is the conclusion.This paper is based on the actual condition of QSY's production, combining with project delays caused by unreasonable schedules and invalid progress control in the producing, using the knowledge of project planning and control to manage the progress of electric locomotive manufacture project, which guarantees that the project can be completed on time. What's more, it accumulates valuable experience of project schedule management, and is strongly useful for application.
