CRRC Qishuyan Locomotive Co.,Ltd.(Hereinafter referred to as CRRC Qishuyan Company)is an important research and development,manufacturing and maintenance base for passenger and freight diesel locomotives of China Railway.In the situation of supply-side structural reform and economic new normal,enterprises are faced with enormous challenges and opportunities due to the individuation of customer demand,the globalization of market and the high-end customer service.How can the rail transit equipment manufacturing enterprises take the initiative to seek transformation and development in the new round of economic restructuring? CRRC Qishuyan Company makes a decision to build project-driven enterprise,taking the project as the center allocation resource,giving full play to the advantages of clear objectives,concentrated resources,specific responsibilities,obvious effectiveness of project management.Project management is not only an effective carrier to undertake enterprise's business objectives and strategic objectives,but also the core driving force of enterprise development.Project manufacturing planning and controlling is an important guarantee for CRRC Qishuyan Company to build project-driven enterprises,and also is of practical significance.CRRC Qishuyan Company decided to launch HXN5 B locomotive project to optimize the schedule management,cost control and quality assurance of HXN5 B locomotive project,for its transformation and upgrading.Based on the project manufacturing planning and controlling in project management,the paper fully allocates resources,reasonable puts forward production plan,to ensure the timely delivery of project deliverables.Taking the HXN5 B diesel locomotive made by as an example,the paper takes the main spare parts production unit,assembly production unit-accessory company,locomotive manufacturing company and diesel engine company as the research object.According to the current situation of manufacturing planning and controlling in parts workshop and assembly workshop,combined with the respective advantages of project management theory,constraint theory and ERP theory in the field of manufacturing,it is intended to optimize the manufacturing planning and controlling mode of CRRC Qishuyan Company to establish an enterprise more project-driven and a manufacturing planning and controlling system more suitable for locomotive manufacturing.First of all,it combs the research and development status at home and abroad of project management theory,constraint theory ERP theory and planning and control theory,analyzes the advantages of each theory in the locomotive manufacturing process,and finds out the conjunction point of each theory in the aspect of planning and control.This paper systematically analyzes the characteristics,plans and control status of HXN5 B locomotive project pre-parts production and assembly production,and proposes the optimization goal of HXN5 B locomotive projectmanufacturing planning and controlling.Secondly,using constraint theory,project management theory and method,the bottleneck resources of CRRC Qishuyan Company's spare parts workshop are identified and optimized.production strategy,Load calculation,bottleneck warning,buffer management,station systemare used reasonably,and its production load is balanced;CRRC Qishuyan Company optimizes HXN5 B locomotive project manufacturing plan management system.Finally,based on analyzing integration requirements of both project management constraint theory and ERP and feasibility study,CRRC Qishuyan Company introdces HXN5 B locomotive project maunfacturing plan and control system.Analyze the operation process of the framework system from the perspective of theory and practice,and formulate the safeguard measures for the manufacturing planning and controlling of HXN5 B locomotive project.
