China's construction market environment is increasingly complex,the construction of general contracting enterprises are in a very challenging market environment,the traditional construction enterprise management model is not enough to meet the needs of enterprise survival and development,and thus construction enterprises must change the traditional management and Business model,strengthen internal management,establish a scientific and efficient management system,improve the competitiveness of enterprises,while minimizing the operating costs of enterprises,thereby enhancing the economic efficiency of construction enterprises.Project settlement management is a very specific,fine,cumbersome work,for the construction of general contracting enterprises,must pay full attention to the settlement management before and in the control,which will be directly related to the business profit and loss.Fine management is a scientific management method through systematic,standardization and process.It can improve the accuracy and efficiency of enterprise management work,so as to enhance the efficiency and core competitiveness of enterprises.China's construction projects in the field,resulting in both sides of the contractor to complete the settlement of the cost of the reasons for the dispute is very complex,from the perspective of construction general contracting,there are four main reasons: First,the staff is not enough attention to contract management,Adjustment of the problem;second,the tender offer in order to bid for tend to blindly offer,and can not fully take into account the problems in the late settlement of the project;third,the contractor only concerned about the settlement price after completion,often overlooked the tender stage,signed Construction contract and construction process of settlement management;Fourth,the construction of general contracting enterprises within the organization is not perfect,the departments are relatively independent,lack of communication,may lead to late settlement difficulties.In order to solve the above problems,this paper introduces the research background,significance,domestic and foreign research status and related theories of the fine settlement management of construction enterprises through extensive reading,collation and analysis of relevant literature and books.Secondly,this paper analyzes and summarizes the current situation of the settlement management of the general contracting enterprise with the research data,and constructs the framework of the fine settlement management system of the general contracting enterprise based on the Hall three-dimensional structure.On the basis of this,the process integration(IDEF0)method in the application integration theory is used to model the refinement settlement management process.Moreover,the paper discusses the four aspects of bidding management,construction process cost control,completion settlement and contract price management This paper puts forward the concrete implementation plan for the fine settlement management system,and provides the operational reference for the implementation of the fine settlement management of the general contracting enterprise.Finally,combined with a general contractor to conduct case analysis,it is concluded that the settlement management of the enterprise needs to develop some fine protection measures from the organization,the system,the personnel management and the material purchase at different levels.Through the research of the paper,it is very necessary to implement the fine settlement management in the general contracting enterprise of our country,and it is necessary to start the pre-settlement management control from the bidding management stage,and to control the change of the visa and the management of the materials in the construction process The settlement should be done when the settlement audit work.As long as this can promote the general contracting enterprises fine settlement management,enhance business efficiency and competitiveness.
