Study On The Problems And Improvement Of Zhengzhou Urban River Management

With the the development of ecological civilization,the management of water has been improved to higher level,Since the 18 th National Congress of the Party,Zhengzhou has taken many activities,such as River clean-up operation,The beauty of water operation,Construction of ecological water system,Sewage outfall,City black smelly water remediation and Water pollution control battle,In order to restore the water eco-environment,it is necessary to strengthen the management of river.With the population flowing to the city,the carrying capacity of water can’t satisfy the demand.It is important for us to find a way of improving the water environment by improving the urban river management.Zhengzhou City has a amount of water-management experience,this paper analysis the experience of Zhengzhou City from different times of governance,learning the successful experience of advanced countries,combined with the problems encountered in Zhengzhou City,trying to give advice to urban river management.This article takes the research method,the literature research method and the comparative analysis method.Based on the research results of domestic and foreign research,According to social economic status of Zhengzhou City,Through the analysis and research,the basic situation,management system and management mode of Zhengzhou river channel are explained,The paper points out the problems existing in the river management of Zhengzhou city,such as: River management agencies inefficient,conservation market confusion,administrative law enforcement is difficult,supervision and evaluation did not effect,low public participation.And through continuous research found that the cause of the problem: the river management system is not perfect,the market curing mechanism is not mature,administrative law enforcement constraints,supervision and evaluation mechanism is not perfect,public participation mechanism is not perfect.Combined with the management experience of advanced areas and combined with the actual situation of Zhengzhou City,And puts forward some suggestions for the river management of Zhengzhou urban area.That through the improvement of the river management system,regulate the river maintenance market,comprehensively enhance the administrative law enforcement ability,improve the supervision and evaluation mechanism and the implementation of "sun flood control" and other aspects to solve the problems,For the construction of national central city to provide a good water environment support.
