Study On Problems And Countermeasures Of Urban Landscaping Maintenance And Management In Ganjingzi District Of Dalian

As a typical social public welfare undertaking providing public services,urban landscaping is one of the main ways to achieve the development goals of urban resource conservation,beautiful scenery,ecological livability and cultural heritage.With the continuous improvement of urbanization level and the establishment of modern garden cities,the development of landscaping that complements the architectural community is particularly important,and the problems of greening maintenance and management of the built-up parts are also highlighted.Ganjingzi District,as the hub of Dalian,has gradually become an important area of urbanization in Dalian.Therefore,it is of great practical significance to study how to improve the maintenance and management of landscape greening in Ganjingzi District,so as to show a good city image,create a beautiful living environment and promote the sustainable development of the city.Thesis builds on existing research,the thesis collects and sorts out the data by means of questionnaire survey,interview outline and literature analysis,and finds out five outstanding practical problems,such as low level of modern technology,low comprehensive quality of the team,chaotic maintenance and management,insufficient law enforcement ability,and insufficient social participation and protection awareness.Combining with the new public management theory,polycentric governance theory and sustainable development theory,this thesis analyzes the causes of the problems from five aspects: management concept,legal system construction,talent mechanism construction,industry overall development and management system,and draws lessons from the advanced experience of urban landscaping maintenance and management at home and abroad.It is proposed to follow the concept of ecological sustainable development,adhere to the concept of pluralistic governance and sharing,change public administration into the concept of public service,speed up the construction of legal system,improve management rules and regulations,strengthen law enforcement and supervision,strengthen the guidance of legal publicity and education,improve the comprehensive quality level of talents,attach importance to the introduction strategy of professional talents,improve the assessment and reward and punishment mechanism,optimize the allocation of capital resources,update modern maintenance and management techniques and methods,and pay attention to the exchange and reference of management experience.The government should integrate the main body of greening maintenance management,improve the wide participation of the society,and improve the market-oriented management reform,so as to improve the effectiveness of landscaping maintenance management in Ganjingzi District of Dalian.
