Comparative Study Of The System Of Construction Project Management On Cross-Strait

With the cross-strait cooperation and exchanges more and more closely,cooperation in the field of construction has gradually deepened.The Cross-Strait Service Trade Agreement had been signed in 2013 which stipulates that mainland enterprises can cooperate in enginee r ing services in Taiwan in the form of joint ventures.At the same time the mainland region to allow Taiwan enterprises in the same way in the mainland bidding project,but also al ows Taiwan with the appropriate qualifications of engineering and technical personnel apply for project management engineer examinations,and can practice in Fujian Province.Based on this background,this paper makes a comparative analysis of the cross-strait project supervis io n system by using comparative research and literature research,which can not only provide reasonable suggestions and measures for the reform of engineering supervision in mainla nd China,but also can provide cooperation and exchange for future project supervision Provide a theoretical basis.Firstly,it expatiates the research background of the article,reviews and summarizes the existing research results,and puts forward the entry point of the research.Combing and summarizing the origin and development of the project supervision system on both sides of the strait,providing a theoretical basis for the comparison of the contents of the follow-up supervision system and defining the scope of comparison.Secondly,through the use of time standards,theory and experience standards for engineering supervision of the legal system,supervision model and industry regulatory model for comparative analysis,the two sides in the engineering supervision of the legal system of the construction level,the two legislative basis difference of nearly thirty Year,which led to the two sides in the integrity of the law there is a gap.Especially on the supervision of practitione rs to build the legal system,the mainland is currently only the Ministry of housing constructio n level management approach,and the other hand,Taiwan,there are architects,technicians and other different levels of the system.In the project supervision mode level,because the two sides choose the market access system is different,so that the supervision mode as a single qualification access practice,there are a variety of supervision mode.The different modes of supervision led to different contents of supervision,methods and fees.In the aspect of industr y supervision,the division of government departments and trade associations in Taiwan is clear,and the supervision system of the whole process,before and afterwards is built.The mainla nd is focused on the pre-supervision,and the supervision power is relatively weak.Finally,based on the comparative analysis of legal system,supervision mode and industr y supervision mode,this paper summarizes the mature practices of Taiwan project supervis io n system and combines the particularity of mainland engineering supervision,and puts forward that the mainland should perfect the legal system,The introduction of supervision and management engineer regulations,broaden the scope of project supervision,strengthen the supervision of the practice of supervision,the implementation of supervision service satisfaction evaluation,the implementation of the supervision engineer annual assessment system to enhance the supervision of enterprises and personnel to join the supervis io n association of power,so as to enhance the impact of trade associations Force and other aspects of reform project supervision system.
