The province of Taiwan established her 1st National park- Kenting National Park in 1982. By now, Taiwan had successively set up 6 national parks in total, each have different characteristics. Following the experience of the United States and other countries, Taiwan has obtained, relatively, quite good experience and successfully carried out expected goals. So far, the land management responsibility ,which still divided into the jurisdiction of different government organizations, still need to be integrated. But, in general, the planning, land use regulation, the preparation of by-laws, ecosystem conservation, tourism and recreation management and other management operations has gradually obtained a high quality. Many visitors from the mainland have learned their achievements.This research compared the national park planning and management on both sides of the Taiwan Strait. Focus on planning decrees, management, administrative organization, resource integration, tourism management, interpretation education, public participation. The research expected that an understanding of the cross-strait planning and management system based on such a comparative analysis may help both sides on their future development of park management strategy. There is an old Chinese saying " you may learn from others". Hopefully, it will accelerate the improvement of our national parks planning and management system.After a comprehensive study, this research proposed 9 recommendations which may improve China's National park management system. They are, respectively, to achieve systematization by improve the law system, to achieve systematization by government organization reform and integration of relevant departments to establish a central authority, to achieve systematization by re-assignment or re-division of government department's responsibilities and request they must cooperate, to achieve s systematization through government budget allocation and appropriation, to achieve systematization by establish an unified planning and design organization, to achieve systematization by establish an valuation system, to achieve s systematization by explicit fixed position of the manage organization's power and responsibility, to advance the quality in tourism and conservation education, public participation. This research concluded that by providing such recommendations, may lead to a futureimprovement of national park the planning and management system, and hope that our national parks can be better prepared to conduct their natural conservation, recreation services and environmental education functions, and let the beautiful natural environment and the precious resource sustained forever for generations.
