| Due to the complexity of implementation of electric power infrastructure construction project and multiple construction procedures,together with the problems confronted in construction project management,the construction period of electric power infrastructure construction project is very long and the efficiency is low.This thesis studies the issue of construction efficiency improvement method for electric power infrastructure construction projects.The existing problems and solution methods are proposed.The background of 110 kV and below transmission and transformation construction project and the state of arts of project process management of domestic and oversea projects are introduced.The existing problems of transmission and transformation construction projects are exploited primarily.The concept and basic theories related to electric power project management are introduced.The current conditions and influence factors of construction efficiency of transmission and transformation construction projects are thoroughly analyzed.The main factors influencing the construction efficiency in project management is analyzed.The basic principles of construction efficiency control of project construction are proposed.Through the detailed analysis of construction practice of Jinghai Yangliyuan and Dayaopu 110 kV transmission and transformation projects,the main factors which influences the construction efficiency of transmission and transformation projects is summarized,e.g.it is becoming more difficult for the out-sourcing,construction period is long,etc.The suggestions on construction efficiency improvement is presented including the active coordination of project with outside units,the enhancement of technical measures in out-sourcing work,detailed coordination scheme,the controllable coordination work,the communication with towns,improvement of coordination efficiency.The planning of projects should be strengthened,and the responsibility of units should be assured.The requirement and measures ensuring the scheduling procedures must be assured,and the preparation should be made before the beginning of the project.The project process should be managed and monitored.The onsite safety and quality control is most important.Also the cost management and contract management of projects should be enhanced. |
