Studies Of The Professionals' Functions In Taiwan Participatory Community Planning

During study communication in Taiwan the author observed that there are many blocks,streets and community space with rich humanistic care.Through research,the author found that behind it is a system of participatory community planning with the characteristic of Taiwan.After decades of practice exploration,the planning mode has obtained many periodic achievements,and accumulated a wealth of experience and lessons.The architects,planners and other professionals play a key role in this process.By contrast,the government in mainland is gradually promoting the democratizaton,but community participation is still in the initial period.On the ideological consciousness,organizational form and system construction.There are also existing some obvious shortcomings.As a professional,how should we face the change of role? The research topic of this article is based on the above thinking.In the second chapter of this paper,the author reviews and summeries concepts and theories related to community,public participation and advocacy planning.The research suggests that community is not only the most basic unit of city planning,but also is starting unit of the bottom-up public participation.The combination of public participation and planning on the community level is very necessary.The second chapter also discusses the problems in participatory community planning and the challenges we face and the ability we should have.The third chapter reviews the overall development of Taiwan participatory community planning and emphatically analyzes 3 methods of professionals involved in community planning,namely bottom-up non-governmental organizations,community planner in the system and out of it.The fourth chapter selected three representative community involvement planning cases-Yongkang community transformation case,treasuer hill settlement case,Dihua street reconstruction case.Using field observation and case study method,the author discovers and analyzes its social background,residents form,the mode professionals involved in community planning,achievements and so on.Through case comparison induction and combined with the above theoretical analysis,in the conclusion part of the article pointed out that it is necessary that professionals should actively promote the theoretical research and practical exploration before policy on the participatory community planning,cultivate professional talents,accumulate experience,and promote transformation of the government and the public opinion.As technical adviser of community and bridge of many institutions,professionals should not only have comprehensive professional ability,but also open attitude in the process of concrete operation.On the one hand,this open mode needs professionals stand in the angle of the residents and users,starting from the demand of them to find the way to solve the problem.On the other hand,it is necessary that we get rid of the shackles of system,actively mobilize all social forces to seek the most appropriate solution.
