Study On Cost Planning Compilation And Implementation At Construction Stage Of Water-Diversion Channel Project For LN Hydro-Junction

In recent years, the thoughts and methods for project management have been widely and maturely used in architecture industries, which was the earliest application for project management. As a practical application in construction projects, the planning of project management can generally solve a series of problems containing why to do, what to do, how to do, who to do, when to do, investment and schedule plan. It is the guideline for project management. Cost control is an important aspect for project management, while it only has been merely studied as one of the aspects for the planning of project management in the previous studies and simple cost plan as well as cost target have been established. This study aimed to investigate the detailed method for cost planning compilation and adjustment at construction stages using modern project planning theories, organization theories and technologic and economic tools with the reference to the practice of water-diversion channel project for LN hydro-junction.This study firstly reviewed about theories of cost and cost planning, introducing the basic concepts of cost, cost planning and control and then elaborated the theory systems of cost planning and control during construction from the five aspects of concepts, principles, contents, requirements and measures. In the case analysis, with reference to the practice of water-diversion channel project for LN hydro-junction, the detailed programing methods of cost planning during construction was studied through using modern project planning theories, organization theories and technologic and economic tools. It proposes the cost management planning format from five aspects of project introduction, programing instruction, organization scheme, cost planning and cost management measures. In the third chapter, detailed problems were analyzed using technologic and economic tools like gain value method and project cost deviations and the reasons from two timelines, September 2012 and September 2014 were evaluated. It proposed correction measures for cost deviation and cost planning adjustment from three aspects of cost compensation claim, material optimum purchase volume and cost planning adjustment.Through the study on cost planning compilation and implementation at construction stage of water-diversion channel project for LN hydro-junction, this study proved the importance of modern project management concept and stated clearly the comprehensive, scientific and professional features of project cost planning. It lay down the methods of combining deviation correction methods and cost planning adjustment, and concludes the experience of study common features as well as dynamic improvement. Meanwhile, it proposed the further development of cost data completion, cost management procedure and informationization and showed great significance to cost planning studies.
