Research Of The LuoJiang Administrative Center's Migration Project Development Plan

This thesis is based on the relative project management theory exploration and practice of Quanzhou Luojiang's new district administrative center project, which aims to operate and make actualization application, and carries on the exploratory research, makes every effort to come to the conclusion that the gain and loss in the process of project management theory combined with the project experience. A regional administrative center plays important role in the development of a region, while the improvement of new administrative center migration structure, the improvement of environment quality, and the government's own development has played a great role, either. At the same time, it has carried on the beneficial to promote the government image, functional transformation, institutional reform, and the ruling idea innovation and so on. However, outside the mainstream, there are many regional interests disputes, contradictions and un-harmonious. This paper attempts to summarize a new administrative center migration motive, geographical location, project construction to the subsequent facilities and surrounding regional development problems from the angle of the regional economy's overall development strategy, and the process of building a new administrative center area and the use of project management theory and practice are discussed in this paper. In the core section of the paper, it has made systematic researches of the construction of the new administrative center planning, and made detailed discussion of the combination of regional administrative district planning and site selection, function, structure, image characteristics, etc. Paper through the analysis formula of the phenomenon- rule summary- reason exploration- trend explore research train, put forward the principle of regional administrative district planning and construction, and probes into the improvement direction for the future. For most currently existing problems in the construction of regional administrative center, such as the image of a single scale, layout style, characteristic, on the basis of predecessors' research results, the paper has analyzed the reasons, put forward its own views, and from the aspects such as social development, mechanism innovation and perfect system it has also put forward the possible ways of problem solving.
