Scientifically determining the pattern of land spatial development and protection based on the background conditions of resources and environment,optimizing the functional zoning of land,is an important content of constructing the order of land spatial development.It can effectively guide the spatial layout of national territory,balance the spatial structure of national territory,coordinate land conflicts with multiple objectives of national territory,and promote the effective implementation of national territory spatial planning.As a fundamental research topic in national spatial planning,"dual evaluation" can clarify the background of resources and environment,identify development risks,measure suitability and development potential,and provide a basis for delineating the functional zoning of national spatial functions.This paper takes Horinger County in Inner Mongolia as an example,and takes the internal mechanism of "double evaluation" as the starting point to carry out the research on territorial spatial function zoning at the county level.The research results and conclusions are as follows:(1)The inherent mechanism of "double evaluation" shows that the evaluation basis of "double evaluation" is consistent,and the evaluation results are collaborative,but there are differences in their evaluation objectives and spatial constraints.The suitability evaluation of territorial spatial development focuses on analyzing the optimal spatial utilization layout formed by the spatial utilization methods within the scope of human activities that are supported by conditions;The evaluation of the carrying capacity of resources and environment should pay more attention to areas where resources and environment highly constrain human activities,emphasizing the "bottom line constraint" of spatial base maps.(2)The preliminary delineation of land spatial functional zoning based on suitability evaluation shows that the areas with high ecological protection importance are distributed in a strip pattern;The suitability of agricultural production is strong in the northwest and weak in the southeast;High value areas for urban construction suitability are concentrated in the north and central regions.Based on this,the functional zoning is preliminarily defined,with three main zones: ecological protection zone,advantageous grain production zone,and urban main construction zone,accounting for 61.38% of the total land area of the county;Distributed in sequence from northwest to southeast,the agglomeration trend is obvious,while other districts are staggered and distributed in areas with similar functions to the three major districts,with significant differences in the dominant functional areas of each township.(3)The revision of land spatial functional zoning based on the evaluation of carrying capacity of limiting factors shows that water resources,carbon emissions,and ecology are the factors that constrain the development of counties.After the preliminary results of land spatial functional zoning were revised by identifying its restricted areas,the type of functional Partition type increased from 8 to 11,mainly because some urban construction function oriented zoning turned to ecological protection function oriented zoning.(4)The results of land spatial functional zoning show that the county functional zones are mainly dominated by advantageous grain producing areas and ecological protection areas,accounting for 46.35% of the total land area,supplemented by urban main construction areas,urban suburban agricultural areas,and animal husbandry development areas.The spatial distribution presents a trend of large concentration of dominant functions and small interlocking functional areas.From the perspective of townships,various functional areas in Chengguan Town are relatively balanced,while other township leading functional areas have their own focuses.The leading functional areas of Xindianzi Town and Shengle Economic Park have reduced the main urban construction area,while Shengle Economic Park has added a low-carbon urban construction area.Other townships have not changed.(5)The rationality of functional zoning and application suggestions show that the results of land spatial functional zoning are relatively reasonable in terms of the "three zones and three lines",industrial layout status,and natural resource utilization status.Based on the actual situation of the county,it is proposed to adhere to the principles of "maintenance priority,organic integration," "maintaining quantity,improving quality," "strictly controlling scale,and reasonable layout," and respectively control the functional areas dominated by ecological protection,agricultural production,and urban construction.
