| "Implementing the strategy of Major Function Region", put forwarded by the country in the11th five-year plan for a major measure for promoting the construction of major function region in the12th five-year plan for the implementation of main function oriented zones, promotes the construction of "major functional region" to national strategic height, to standardize the order of development, control the development intensity, form the national spatial development pattern of high efficiency, balanced and sustainable.Longyan City is a western inland city of Fujian Province, the landform here is complex, and the ecological environment is fragile. It is the main forest region and water conservation area in fujian province, plays an important role in the maintenance of the province’s ecological security pattern. In year2012, standing committee of Longyan municipal People’s Congress adopted the "The12th five-year plan for ecological construction of Longyan", and set up the goals of establishing green low carbon industrial structure, forming beautiful and comfortable living environment, and constructing ecological civilization. This matches the principle of "Major Function Oriented Zones" namely, portioning governance based on the resources and environment carrying capacity. Environmental capacity of small area is given priority to with protection, and the environmental capacity in the middle-to-high area is given priority to with development. In particular, for the regions which are highly developed, the priority is given to optimize the industrial structure. At the same time, this also matches the Major Function Oriented Zones’s goal:build a resource-conserving and environmentally friendly society. Therefore, In this paper, Longyan major function oriented zoning is into the study, in order to provide a reference for the Longyan Ecological City construction and the major function oriented zoning of cities belongs to an ecologically fragile type.Based on the relevant literature review and the case studies at home and abroad, this article conducted a systematic review about the connotation, characteristics and theoretical basis of major functional region. The paper integrates the following analysis: referencing to the provincial major function oriented zones division index and combining the characteristics of longyan city; and come out with the index system of major function oriented zones in three aspects:the resources and environment carrying capacity, the existing development density and development potential. Utilizing the combination of entropy method and Delphi, the weights were obtained; and then based on that, composite scores of each assessment unit were got, and clustering analysis was performed. Finally, we achieved the preliminary scheme of major function oriented zones. Based on the afore-mentioned analysis, as well as the nature of small watershed as qualitative reference standard, we minor-adjusted the preliminary plan and obtained the final result of Longyan major function oriented zoning:Optimize development zone is Xinluo district; key development zone are villages and towns mainly distributed in the surrounding of Xinluo district; restricted development zones include ecological limit development zone of the low environmental carrying capacity and agriculture restricted development zone, mainly locating in the western region of the Longyan; and forbidden development zones include natural protection area at the provincial level, historical and cultural heritage, the key scenic forest park, geological park, and provincial water reserves. Finally, the suggestions relevant to basic characteristics and development direction of each major function oriented zones are made. |
