A Study On The Spatial Control Zoning Under The Background Of "Multi Plan Integration"

The Central Urbanization Working Conference of 2013 and the Central Economic Work Conference of 2014 put forward to pushing on multiple plan integration and promoting the reform of planning system,and realizing the planning of the city and county.In the continuous attempt,the integration of multiple plan from the beginning of the "two-planning united"(urban planning and land use master planning)to"three-planning united" with the addition of national economic and social development planning.With the continuous promotion of the pilot,ecological environmental protection planning and major function oriented zoning have become the consideration of"multiple plan integration".How to coordinate the contradictions between various kinds of planning and resource management in the same pace,rationally allocate resources and make use of resources become a problem to be solved urgently,and the space control is an effective means of the government to regulate and control the urban and rural spatial resources.This paper is mainly divided into four parts.Firstly,discuss the obstacles of"multiple plan integration" space control from the four points of spatial control emphasis,zoning standard,technology standard and management mode,and under the background of national institutional reform,put forward the main content of the article research and research framework.Secondly,based on reading lots of literature,summery the research process of space control at home and abroad,and the research overview of "multi plan integration" in our country.Thirdly,the specific contents of spatial control are analyzed,including urban planning,land use master planning,major function oriented zoning and ecological function zoning,and put forward the principles and ideas of space control.Based on these analyses this paper puts forward the analysis of the control element factors of ecological environment protection,permanent basic farmland and constructive,and gives priority to the ecological environment security,firstly delimits the non-construction area,then determines the construction area of the urban growth boundary,the final result is determined by comprehensive superimposed analysis.Among them,the county level by determining the boundary protection and construction land growth boundary finally delineated the prohibited-development area,restricted-development area and urban construction area,central city level through the protection of the border and land suitability evaluation is divided into prohibited-construction area,restricted-construction area,suited-construction area and built area.Finally,taking Zhouning County as a case,the spatial control contents and relations among multiple planning in Zhouning County are reviewed,and the spatial control division is carried out at the level of two different spatial scales in the county and central areas of Zhouning County,and corresponding control measures and strategies are put forward.
