As a pillar industry in China,the construction industry plays a significant role in promoting the rural to obtain a job and the urbanization construction.It is the highest risk industry behind the coal industry because of the long construction period,complex construction environment,intensive labour and the rapid development of the high-level and super-tall buildings.Relevant data manifest poor management is the primary cause of the high casualty rate.Safety management ability not only affects the safety of construction personnel but also affects the economic benefit of enterprise.Therefore,improving the security management ability of construction enterprise is the effective way to reduce safety accidents.As a method and tool of reflecting and improving the level of project management,the foreign research can not apply to construction engineering in our country although it originate earlier.Therefore,the paper carried on the study of safety management maturity in construction projects.This paper analyzes the development rules of CMM,K-PMMM,OGC-P3M3,PMS-PMMM,OPM3 and other classical models at home and abroad from the aspects of basic characteristics,structural dimension,index design and implementation process.And summarizes the high incidence of construction engineering safety accident types based on the theory of accident and causality.Identifying the impact of safety management maturity according to the analysis of safety accidents from four elements as people,things,management and environment combining with safety management standards.The model and the evaluation index system was established by means of inductive deduction and fuzzy comprehensive evaluation method.The evaluation is finished finally.The main achievements of the paper are follows:(1)Summarizing the connotation and development law of the classic maturity model at home and abroad and constructing the model of safety management maturity in construction engineering.The model includes five maturity levels as chaotic,experienced,managed,standardized and continuous improvement and five key areas as human resources,material,equipment,technical measures,operating environment and emergency management.(2)Constructing the evaluation index system of safety management maturity by useing the fuzzy comprehensive evaluation method and giving the improvement path and the suggestion to the appraisal result.The validity of the model is verified by the applying of the concrete engineering example.
