Driven by the goal of building a moderately prosperous society, the development of China’s economic strides, the city has undergone enormous changes, the traffic in our lives plays an increasingly important role. The current urban road traffic increasingly unable to meet existing demand, in order to guarantee the rapid development of the city, traffic smooth, improving urban roads is imminent, the objective reconstruction, upgrading of urban roads is imperative. Due to the huge public works, time-consuming and a waste of money, in order to avoid unnecessary waste and loss, at the beginning of the road project planning, consider the assessment will be carried out in many ways, to be on the terms of the investment, design and planning. In this process, rigorous examination, which we call risk management through risk management, we can well identify the risks inherent in the construction of roads, grade identification of risk categories, risk evaluation, risk control and thus can control in our range. Therefore, the research project risk control problems for safe and efficient conduct of urban road construction is particularly important.Firstly, using the theory and practice of integrated life-cycle analysis of the way in three stages, namely, investment evaluation phase, the design and planning stage, the project construction phase, theoretical research and empirical research from the road risk management perspective, a detailed analysis of road projects construction projects throughout the life cycle of instability affecting each stage of road construction, such as investment risks; risk factors existing in the design include the natural environment, communication management and technology; the construction phase of the project has risk factors include cost, quality, and safety and environmental protection.
