Study On The Project Construction Safety Supervision

With consideration on the unsatisfactory status of safety production of the project construction and problems in safety production management in China, more and more attention of the government and society are now put on the supervision companies'participation on the safety production management. Administrative Regulations on Safety in Construction Projects defines the responsibilities of supervision companies and establishes the legal system for actualizing safety production of the project construction. Safety supervision now becomes an important task of supervision. However, due to the legal system incompleteness of the project safety production, the nonstandard construction market, and the insufficient knowledge in safety supervision, at present there are many problems existing in safety supervision implementation, and supervision companies and engineers faces lots of risks. Therefore, how to effectively implementing construction safety supervision, avoiding safety accidents and preventing safety supervision risks, now is the research focus of the supervision industry.The thesis first investigates the legal responsibilities of safety supervision and discusses the necessity of current construction safety supervision. The prerequisite qualities of construction companies and supervision engineers and their work and duties are prescribed, which could make up the active Supervision Regulations.The inducements of safety accidents are analyzed, and five essential factors of construction safety accidents and the internal rule of the occurrences are investigated, which builds the theoretical foundation for effectively controlling construction accidents.The thesis studies an scientific management method for safety production of the project construction, and then discusses the key points,method and strategies of the safety supervision with reference of the five construction safety assurance systems, including organization, system, technique, materials and information. Finally, the risk management in construction safety supervision is systematically studies, the cause of current safety supervision risk in practice is pointed out, and the protection strategies are proposed.
