| The construction industry has been rapidly developing with China’s economic takeoff. However, the construction boom has brought serious building energy consumption problems. At present, the construction, industrial, and transportation are three areas of social energy consumption. It is important to carry out energy-saving reconstructions of existing buildings so as to achieve the strategic objectives of energy conservation and emissions reduction strategy. However, our country’s energy-saving reconstruction of existing buildings development lags behind, and has a large gap with other developed countries. In order to promote energy-saving reconstruction of existing buildings, the paper puts this work as a whole system. Based on the principle and method of systematic, it finds the key problems and proposes appropriate measures for optimal adjustment.First, based on the theory of systematics, the energy-saving reconstruction of existing buildings is analyzed from the physical, presentation and environment three layers. Clear the nature of the system boundaries, elemental composition and elemental relationship. In the presentation layer, the paper clears goals of carrying out energysaving work of existing buildings, and analyzes the benefit of economic, environmental and social. In the environmental layer, the paper introduces the policies background and industrial structure situation. After analyzing of each layer, paper also raises the factors that impede the work of energy-saving reconstruction of existing buildings.Secondly, the proposed factors are analyzed by Interpretative Structural Model(ISM), and get the chart of ISM. All the factors are divided into the surface, middle and deep three levels. And then, pointing out the root factors: building energy-saving laws and regulations are not perfect, lack of economic incentives and the payback period is longer.Finally, building the following optimal adjustment mechanism: policies and regulations guarantee, coordination, fund guarantee, technical service, energy standards and assessment service, publicize and cooperation, and so on by studying the key factors of energy-saving reconstruction of existing buildings. |
