China is a developing country with a large population, which is not rich in energy reserves and its per capita energy is extremely scarce. But in contrast, with the acceleration and deepening of our country industrialization and urbanization, huge energy was not only consumed, but also wasted amazingly. The energy was in short supply. This situation had directly affected the social and economic sustainable development of our country. If the fundamental problems were not solved, it would become unreal for gradually rapid growth of the economic and the improvement of people's living standard.Bulidings were a large energy consumption in the whole society. At present, building energy consumption of our country accounted for 20.7% in consumption terminals of the whole society, and 95% existing buildings were high energy consumption buildings. Therefore, the existing buildings energy saving reconstruction became top priority of the building energy saving engineering. At present, in order to avoid wasting energy and improve the working and living environment, it became our current urgent and important problems which must be quickly resolved to carry out the existing buildings energy saving reconstruction.Based on the mentioned above, the topic of the existing building energy saving reconstruction scheme optimization was researched and evaluated from the angle of technical and economic in the paper, the main contents were as follows.In the first part, it systematically summarized the latest technologies of existing building energy saving reconstruction at home and abroad, and made a detailed analysis of the suitability of the existing building energy saving reconstruction technologies with combining different climate of our regions.In the second part, it defined full meaning of the existing building life cycle which was after carried out energy saving reconstruction and established the economic evaluation model of the life cycle cost, as well as provided the calculation method and the formulamodel of the sub items cost.In the third part, the method of the triangular fuzzy number was innovatively applied to the value engineering, which was for the scheme optimization of the existing building energy saving reconstruction. The technical and economic evaluation model of existing building energy saving reconstruction was established successfully.In the last part, by the whole project example, the model application of the paper was elaborated and the model was proved to be correct and practical.The research result of the paper was good for popularizing building energy saving reconstruction, which could provide theoretical foundation and trend of practical technology for large-scale building energy saving reconstruction of Jiangxi Province and the whole country.
