Study On Problems And Countermeasures Of Project Management In General Contracting Construction

In general contracting construction, project management is a preferred management method that avoids the disadvantages from the direct management of the Owner due to the lack of professional personnel and management experience, which gives full play to the general contractor's expertise and management experience. The general contractor serves the Owner with professional management and knowledge-based talents in a scientific manner. But there are also some problems in construction project management in general contracting, such as insufficient coordination of the relationship between the Owner and the Contractor, poor design quality control, unreasonable one-sided demand of the Contractor for the construction progress and mismanagement, defective construction contract management, unrealizable contract objectives in cost and schedule. Causes of the problems appeared in the contract management of construction project are analyzed, mainly including: ambiguous quality provisions of subcontracts, undetailed responsibility for schedule management, the low personnel employes from the subcontractors and accidents in subcontracted projects, etc.In view of the existing problems, through analysis and study, the solution countermeasures are proposed: the government should break the industry sector compartmentalization to establish a unified market of construction in general contracting, avoid the industry competent department promulgated and executed with different forms of contract, and make differences in execution management method; bad behavior records of the general contractor should be opened, so as to establish the general contractor transparent credit query mechanism, the project management of the general contractor should be reinforced by giving more supervision and inspection and the government must pay attention to the peasant-workers' training; owners in the range specified in the contract, actively participate in project management work, initiative exchange and communication with general contracting parties, coordination of the positions of the two sides, and the timely complete task itself, general contracting parties to actively strengthen ties with the owners, exchange, and using WBS and OBS technology management method, the decomposition of the work to implement each specific units or individual head, implement the responsibility system, the refinement of project management work, ensure the realization of construction progress and quality target; in the design stage of construction in general contracting construction, adhere to the verification of the design budgetary estimate, placed the economy of the project to a prominent position on determining the design units and the design scheme o, strict controlling of the project investment cost.
