The impact of human activities on climate get more and more attention from the scientific community, and carbon emissions are the main cause of global warming. According to the relevant research, the main source of carbon emissions from urbanization regions, China's urban total energy consumption accounts for at least 80% of the total energy consumption. Transportation is considered as one of the three main sources of carbon emissions. Therefore in the process of urbanization, urban transportation problem has become a major factor to restricting the development of society. The traffic layout and urban spatial structure is the major cause of the transportation problem. Urban public service facilities is one of the main destinations of residents daily transportation, such as shopping malls, hospitals, parks, schools, etc., the position relationship between the public service facilities and residential development determines residents' means of transportation. So scientific and reasonable space layout of public facilities can effectively solve the transportation problems.In recent years, with the rapid development of social economy, population of Nanning is increasing, the urban space layout presents an outward development trend, thus leads to the radiation status of residents travel in all directions from the old city after work time in the morning and evening, and the "pendulum" traffic congestion problem. Traffic problems seriously affected the daily travel and life quality of residents, at the same time as the change of population, urban areas school enrollment is increasing and rural school students is shrinking,the school service radius is growing, the primary school and the imbalance of spatial distribution, at the same time,the increasing school service radius leads to students and parents unwilling to choose to travel on foot. In the standards of ordinary primary and secondary schools building construction in the city, the distribution network of ordinary primary and secondary schools in the city should meet the need of day students to attend the nearest school, pupils go to school mainly on foot.This paper discusses the related research of land layout about the low carbon transportation and education at home and abroad, it is concluded that there exist an interaction between low carbon travel and urban land layout. further demonstrates the relationship between the low carbon travel and education land use, meanwhile, combining the mainly transportation of elementary school in Xixiang Tang District and the existing problems,puts forward the accessibility analysis of status quo in street area and the township primary school of Xixiangtang District with the method of area reachable frequency index and population of frequency index, analyses the accessibility of each street or township area elementary school in different times, draw a conclusion that Xixiangtang District, XinYang street and other four street primary school of poor accessibility, the service scope in three parts of street primary school in Bei Hu and Heng Yang streets is overlapped, villages and towns district elementary school better accessibility, and some remote areas should increase the teaching point appropriately. Based on the problems generated,such as too large of some primary service radius, unbalanced primary spatial distribution, insufficient per capita area and inadequate school size, and we propose following adjust targets which is benefit to shorten the school time of students, go to school on foot, public transportation taking, and cover more school-age population. Moreover, we put forward the adjusting suggestions for the elementary school layout of present situation of Xixiang Tang District according to the indicators of service radius, spatial distribution status, school scale and per capita area, make the layout of the primary points within the range of walking distance, which is benefit to the low carbon travel for students and parents.
