There are very serious traffic jamming and traffic safe problems on the roadway of the school’s gate during the peak hours arriving at and departing from school especially for these elementary and middle schools locating in old urban district. These have become main origin nodes of traffic jamming in partial roads and area-wide urban district, key control nodes and social hot points. One of the main reasons of this phenomenon is the mixed mode of transportation, including cars, bicycles, pedestrians and so on and the contradiction of local traffic supply and demand. Some parents use private cars to arrive at and depart from school for the students. Many phenomenon i.e., temporarily parking at vehicle lane for limited parking, and the of crossing the road for many students and parents, make the school surrounding road traffic into congestion state, disorderly, chaotic state and then affect the entire traffic system of the city. In theory, although there are some researches about the traffic congestion governance of the traffic flow on an elementary or a middle school’s gate, these are the control measures and model of qualitative recommendations. The characteristics of the traffic flow model and mechanism analysis have not been discussed. In the meaning time, the studied object has not been related to the traffic flow of elementary and middle school’s gate by traffic flow models especially cellular automata model. Based on this, a cellular automaton model on the road of elementary and middle school’s gate during going to school and departing school was established. The characteristics of traffic flow were discussed via the simulation experiment. The decision help can be obtained for the specific traffic management and control. The main work in this paper could be summarized as the following aspects:(1) Based on the symmetric two-lane Nagel-Schreckenberg(STNS) model, a cellular automaton model on the road of elementary and middle school’s gate during going to school and departing school was established including vehicle’s behavioral characteristic and the mixed traffic flow. It provided a basic model and platform to study the strategies of the traffic flow of elementary and middle school’s gate road. By using the basic tool, the problems of traffic management, traffic control and traffic safety can be studied and some decision support can be provided for the roadways of many especial units’ gate, i.e., elementary and middle school, hospitals.(2) Based on the studies of traffic bottlenecks, interaction section, and mixed traffic flow, the traffic flow characteristics of the road during going to school were discussed via the simulation experiment. Combining with the specific status of the school gate, the effects were analyzed how the proportion of students reaching school by private cars, the proportion of students reaching school by school buses, and with the help of police onsite direction. The results of the examples show that the traffic jams phenomena can be suppressed and the goal of achieving largest traffic flow and decreasing the passing time of vehicles can be realized so that traffic safety is ensured by vigorously promoting the policy to go to school by buses, letting more students to give up the habit of taking cars to school and with the help of police onsite control during the school peak hours.(3) The problem of traffic jamming during departing school to the traffic flow of elementary and middle school’s gate road was studied via simulation by a cellular automaton model. The traffic flow characteristics of the road during students’ departure school time were discussed via the simulation experiment. Combining with the specific status of the school gate, the effects were analyzed how the proportion of students departing school by private cars, the proportion of students departing school by school buses, and the departure school time table for students of different classes affect the traffic flow and the traffic volume. The results of the examples show that the traffic jams phenomena can be suppressed so that traffic safety is ensured by pioneering the use of the school bus such green transportation to send students to come home from school, and calling for schools to select the appropriate departure school time table for students of different classes.
