The basic meaning of education equity is the equity of educational opportunity, which requires the continually optimization of the public education service facilities. As with the gradually increasing attention for education problems, the idea of the equal access to the basic educational services has become more popular with people. However, with the scarcity and unequally distribution of education resource, the problem of’difficulty in going to school’becomes the main problem for the parents, which is difficult to be solved.In the research field of urban planning, the study of the public education service facilities including the distribution planning of primary and middle school, which mainly regards the balance of supply and need, as well as the location of the facilities. But as the uncertainty of the population growth, non-operability caused by the conflicts of multiple involved interest subjects, and other reasons, the theory of primary and middle school planning has always had difficulty in integrating theory with practice.Based on the operability and with the background of service district policy for primary schools, the research will discuss the result of the distribution planning of the primary school in each service district. With comparing the level of supply and demand in GIS, as with the accessibility in different space dimension of regulatory detailed planning unit and school service district, the research intends to explain how is the spatial dimension of school service district effects the service of the primary schools. And at last, to make the planning more operational, the paper will provide some evaluation results, such as the inaccurate of the population prediction, the unbalance of the school distribution and the disconnection between the school service district and the spatial distribution, with actual reference value and suggestion for planners and policy makers with scientific decision-making.
