Electricity transmission network is a private communications network for the national electricit y system. It provides an important service delivery role, which supports and protects the power system. In order to ensure safe and reliable operation of electricity transmission network, the paper studies the risk management and risk control of electricity transmission network.Firstly, through the analysis of the existing electricity transmission network security problems, the paper use a combination of qualitative and quantitative analysis of AHP for risk assessment, to establish a sound indicator system. There may be redundancy properties in initial indicator system, which would lead to a waste of resources and even a direct impact on the effectiveness of decision-making rules. So the paper streamlines the index system using rough set reduction algorithm based on rough set attribute importance. The experiment verifies that the attribute reduction can reduce the time and space cost without affecting the evaluation results.According to the hierarchy of the index system, this paper establishes the hierarchical network node risk calculation model and business risk calculatio n model, and completes the risk calculation process. The result of risk calculation is to get the risk factor and risk grade, which provides a basis for risk control strategy choice.The paper designs the multistage risk control strategy library by using the multistage decision tree. Network node risk control strategy tree is divided into three stages, the first stage is for the first level of factors, the second order for risk types and the third-order decisions for secondary factors. Business risk control decision tree includes decision for risk values and multistage decision of network node risk. Different decision criteria are made according to the different risk values. The paper complete the choice of mult istage risk control strategy, and can effectively deal with the risk accident.Finally the design and implementation of the power communication transmission network risk control system is completed. The paper introduces the database design, and then analyzes and shows the test results of the system three main functional modules:user login, risk management and resource management, to achieve the goal of risk assessment and risk control.
