At present, the power system at home and abroad is developing to smart power grid all-roundly. The power communication network is an important part of smart grid, the carrier of the power communication businesses and an important guarantee of safety and reliability of the power system. Smart power distribution communication network is responsible for the access of terminal equipment with electricity and user, power distribution automation business, electricity information collection, smart home and intelligent community. If accident happened to the communication network, it will not only affect the quality of service but also have an influence on the normal operation of the whole power grid. So it is necessary to evaluate the network risk, predict accidents before the risk happen, and take prevention measures and strategies in order to reduce the probability of the accident and economic loss. But, because of the complexity of the power distribution communication network business and the heterogeneity of network, the current risk assessment theory of the common power communication network can’t be effectively used in smart power distribution communication network. Otherwise, the method of the risk assessment in smart power distribution communication network is still in its infancy.To solve the problem above, first of all, makes research on the business and characteristics of business, network mode and the communication technology in smart power distribution network. Then, by studying the related references, analyzes the commonly theories and methods of power communication network risk assessment. On this basis, combining with the risk assessment indicator system of the power communication network, screens the risk factors which can lead to the happening of the risk in the smart power distribution communication network. After tested the validity and reliability of the risk assessment indicators, some of them are selected to establish the operation risk assessment indicator system. Finally, the principle of support vector machine (SVM) classification is introduced, at the same time, proposes smart power distribution communication network risk assessment method based on SVM. The accuracy of the method is verified by simulation experiments. At last, through the analysis of the risk assessment system functional requirement, develops the operation risk assessment system of the smart power distribution communication network, which improves the efficiency of the risk assessment work and is of great significance for guaranteeing the security and stability of the power system.
