The modern, comprehensive and impeccable liquefied oil storage and transportation system is building in Yantai West harbor, so this place wil be the important energy transit hub port and thousand tons energy reserve base in Shandong province and even the around bohai bay. Therefore, it is extremely urgent to build 300,000 dwt crude oil terminal in Yantai. However, the characteristic of this construction are large investment, longconstruction period and high technical requirements, thus there are all kinds of risks inevitably in the process of investment construction. So the Yantai West harbor construction project risk management research is necessary.This paper is divided into six parts. The first part of this article described the background and significance of the study, summarized the main research status at home and abroad in terms of risk management, and stated the contents of the article research, methods and innovations. The second part of this article discussed the main theoretical basis of risk management. It contained the concept and characteristic of risk management. It provided the theoretical foundation for the risk management of Yantai West harbor 300,000 dwt crude oil terminal. The third part of this article introduced the controduction condition and necessity of this controduction project. The fourth of this article studied the discriminatory analysis of this controduction project risk factor. The different risk factors exisst in project investment decision-making stage, construction stage and operation stage were analyzed. The fifth of this article discussed the evaluation of this project risk management. The analytic hierarchy process and fuzzy evaluation method were chosen to evaluate the risk management of this project. The sixth of this article studied the control strategy of this construction project risk based on the calculation of fuzzy comprehensive evaluation.Through analysis, the article finally comes to the following conclusions. The theoretical knowledge of risk management applied to the port terminal construction projects which can effectively avoid the risk factors associated with the loss caused to the project. This paper proposed the risk control method for the risk factors in different stategs. So that the project risks are in the controllable range, and provides a reference and basis for the port terminal construction project which can effectively control the risk and reduce investment losses. And it also provides a useful reference for large port terminal construction projects.
