In recent years, hydropower development industry is promoted by the relevant national policies implementation. The construction effectiveness of hydropower development project depends largely on the effective operation of material supply chain. Railway transit reserve system is critical to be the material hub in the supply chain because of remote hydropower development project site, materials cross-regionally procured and transported as well as the uncertainty of material supply and demand. The scheduling plan of operation in the current transit reserve system is made mainly based on experience, optimization theory can be used to improve its operating efficiency, which is of great realistic significance.Based on the background of hydropower development project material supply chain in China, this article deeply analyzes the operation process of the railway transit reserve system, and carry on the optimization research of material unloading stage whose operation performance needs to be improved, the essence of material unloading management is the logistics scheduling of wagons. According to different types of decision-making, wagons scheduling problem is divided into two sub-problems, wagon grouping and wagon positioning in this article, then respective mathematical optimization models on these two sub-problems are established which take minimum detention time of wagon in transit and minimum wagon group unloading time as the target, with considering that different locomotive resource scheduling mode have difference in wagon grouping sub-problem, the wagon grouping model under the two dispatching mode of general locomotive and special locomotive are established, combined with the 0-1 linear programming model and a heuristic algorithm, a three-stage heuristics is designed, after that practical operation data from a transshipment yard is used to do the calculation experiments, the results are analyzed after obtaining the schemes of wagons scheduling.The experimental results show that the optimization wagons scheduling scheme of two locomotive resource scheduling mode are superior than the actual situation, and the locomotive resource allocation efficiency is more higher, Among the two modes, general dispatching mode is better in most cases, and it is find after analysis that the operation bottleneck in current transit reserve system material reserving stage exist in the unloading operation.
