Master Plan of small town is an important component in planning system of urban and rural area. In 2003, the central government put forward the "five balances", and put "urban-rural balance" in the first place among the five. In 2008, it has been further clarified in the Town and Country Planning Act. Especially after Eighteen Congress, under the vigorous development of the new urbanization, the formulation of master planning of small towns faces new challenges. On one hand, small town planning confronts problems such as how to undertake the planning and implementation better and how to give substantial planning guidance on new rural planning; On the other hand, it faces how to break through the situation that current major research focus including development goal, area scope and facilities lies on "township" category.By conducting research on background, existing problem, new theory and application of “urban-rural balance”, the paper framework has been built on the basis of a great deal of actual cases. In this paper, Han Da Qi town of Heihe City Master Plan listed as a case, the author analyzes theoretical and realistic bases and summarizes application and focus of urban-rural balances. From regional perspective, the author explores how to drive urban-rural balance and varies of plan and how to manage and implement master plan better. From technological perspective, it brings up new idea and methodology and explores the possibility of procedure improvement on small town master plan.
