The mandatory content, is an exploration aiming at strengthening theimplementation and management of planning under rapid urbanization background.However the current reform of the country and planning system has come up withnew requirements. This paper discriminate construction mandatory content, in orderto form a consensus of it for planning practice in the new urbanization stage.First, the current mandatory is evaluated a risk of failure in planning andmanagement practice, because it includes multi-purpose, multi-agent,multi-target, multi-tool, multi-process. Combined with macro-economic trend,social transformation and qualitative research of implementation of the masterplan, this paper points out the future direction of improvement that the modeof action of the mandatory content should be to ensure continuity andcompliance in the planning system; and for supervising the behavior ofpreparation and revision of the corresponding government by the superiorgovernment, the People’s Congress and the like.Secondly, through the preparation, approval, implementation, monitoringprocess analysis, the current mandatory content is judged to further redraw itscategory. To reflect the division of rights and obligations, the division of totalmandatory supervision content into superior government approval andsupervision and local People’s Congress approval and supervision isrecommended.Finally, there is4proposal including: strengthen the compliance ofregulatory plan to the master plan which ensures the mandatory contentdelivery in the planning system; enhance direct implementation tecniques suchas space regulation, contacts means of techniques, management tools anddelineation of property rights; promote the supporting institution; encouragerelevant supporting technology applications.
