For a long time, with rapid urbanization makes the original natural shapedramatically changed leading to environmental degradation in local urban climate, itgreatly affects the normal life of urban residents and production. Central greenlandin urban residential district is a main place for all residents taking leisure activitiesand neighborhood association. The microclimate environment of the centralgereenland has become the key to the evaluation of residential quality. The layout ofthe surrounding buildings form, surface materials and other factors, are closelyrelated to central greenland microclimate environment of the residential district,unreasonable residential district planning will lead deterioration of microcliamteenvironment, and make it become the restricting factors of the improve of lifequality and the further urban development.China has vast land area in the severe cold climate and winter here is long andfrigid. It leads to limited improvement that simply using urban planning to improvethe microcliamte of residential district in winter. Furthermore, summer which dailyhigh temperature period last short and the climate becomes more comfortable andmicro-climate hardly effect on human bodies is short, however, spring and autumnwhich seasonal changes in the transition temperature are quick and short. Therefore,research on outdoor climatic comfortableness in the winter city of transition seasonhas vital significance.Taking Harbin as the research example, the paper in-depth statistical analyzesthe main meteorological data in30years between1983and2012.Based on the studyof somatosensory temperature threshold by Zhang Haidong, through comparison ofhuman body feeling temperature and neutral temperature in Harbin, the paperdetermines the scope of climate comfort range, partial heat range, comfortable coldrange and cold range in Harbin. Ultimately it considers that transition season inHarbin is comfortable cold range and then it also measures meteorologicalparameters of the scope of the transition season in autumn data to verify thecalculation results.In order to study the microclimate condition of residential district centralgreenland in Harbin in transition seasons, this paper divides the residential districtinto five types: multi-storey building, spot tall buildings, plank-type high-risebuildings, multi-storey and spot tall buildngs, multi-storey and plank-typr high-risebuildings, and then on the base of nine principles, it develops the five types tosixteen simulated conditions. In the simulation, it takes April28th as the simulatingdate, and the boundary conditions are all based on the average value of30years meteorological parameters through calculation. The paper pays more attention onwind and temperature environment simulation in transition seasons, then using thesimulation result to calculate somatosensory temperature. The analysis shows thatthere is a big difference between the somatosensory temperature of every condition,nearly half of the conditions are not up to the standard.The paper first puts forward some suggestion in the view of relevant policyguidance and recommends research study on urban climate cold comfort range ofrelevant content from aspects of legal norms and policy.Secondly, based on theresults of numerical simulation, the research proposed optimization from theperspective of building microclimate. Ultimately, when the condition of the buildinglayout is not optimal, the research enhances the quality of central greenmicroclimate environmental through the way of micro-climatic factorscompensation.
