Study On The Coordination Mechanism Of Shenzhen Safety Production Mergency Management

After entering the era of industrialization,human productivity,economy and social development have increased rapidly.The quality of people’s living standards has improved significantly and human civilization has entered a stage of rapid development.However,the development of industrialization has also brought a lot of social problems.According to the statistics of the website of the Guangdong Safety Production Supervision Administration,in the past five years,a total of 175 major accidents have occurred across the country,causing a total of 1,413 deaths.The occurrence of safety production accidents in these new and non-traditional emergencies were sudden and catastrophic,which will cause a wide range of casualties and property losses to the country and society,and even seriously affect the stability and development of the society.Although in recent years China has made a lot of useful attempts in emergency coordination,it was still in the areas of emergency coordination agencies,teams,regulations,publicity,education,information sharing,facilities,equipment,social participation,post-assessment and accountability.Faced with challenges,there were problems such as duplication of functions or lack of information,poor communication of information,inefficient collaboration,and insufficient social participation in emergency coordination.In order to understand clearly,the reasons behind these problems,this paper comprehensively analyzed the accidents of the 12.20 special landslides in the residue landfill site of Guangdong Guangming New District in 2015 through literature research and key interviews,and conducted an in-depth analysis of Shenzhen’s safety production emergency coordination mechanism through exploration and study.On the one hand,it tried to deepen the understanding of emergency coordination theory at the theoretical level in order to enrich and improve the relevant theory of emergency coordination mechanism,advance the combination of collaborative theory and emergency management and explore the new meaning of collaborative management in the new context;on the other hand,Attempted to improve the relevant emergency management system for the government in practical aspects and to promote the standardization and scientization of the safety production emergency response coordination mechanism to provide useful opinions and suggestions and to improve the efficiency of the government’s emergency management work and promoting modernization in response to emergencies,social stability and harmony.The study found that Shenzhen has some outstanding problems in the coordination of production safety emergency management: in terms of organization construction and the emergency management department were “fragmented” and the supervision was repeated or absent;in the decision-making process,the leadership decision-making and emergency management departments were subjectively random.The level of standardization of emergency management industry was not high;there were problems such as segmentation and poor communication of information ininformation sharing;in response and intervention,the response was slow and the participation of the society,the public and the third sector were insufficient.This article believes that these problems were mainly caused by the lack of a high degree of consistency in the objectives of emergency coordination,the lack of clear relationship between the subject of the object and the poor information sharing mechanism.On the basis of in-depth analysis,based on the public crisis management theory and the theory of synergy,the general idea of ??improving the coordinated mechanism for production safety emergency response in Shenzhen was proposed-“Establishing clear goals,clarifying the relationship between subject,object,media and realizing the internal and external environment of the organization."Good interaction" strategy innovated the coordination mechanism of the emergency management department,examination,approval department,strengthening the integration of powers and responsibilities of the organization departments;standardizing the decision-making procedures for project establishment,emergency management,paying attention to consultation and remedial measures;establishing industry,territorial and information sharing Mechanisms;Raising the sensitivity of emergency response,establish a system for participation of all citizens;improve the construction of laws and regulations and promote the popularization of crisis awareness skills.The starting point and the goal of this study was to strive to improve the effectiveness of emergency coordination and to prevent and reduce the negative effects of casualties and property losses caused by safety production accidents.
