Research On Emergency Measures Of Safety Production Risk In Port Enterprises

As a link between land and sea transportation,the port has developed rapidly in recent years,and its safety production situation still faces severe challenges.Frequent port accidents not only affect the normal operation of the enterprise,but also hinder the economic development to a certain extent.The lack of enterprise security risk emergency management means severely restricts the level of enterprise accident emergency management.Therefore,it is necessary to carry out systematic research on port enterprise safety production accident emergency management means.In order to improve the level of enterprise emergency management and reduce the losses caused by various types of emergency situations,this paper takes a bulk cargo terminal enterprise in Tianjin Port as an example,and applies the risk management principle to enterprise emergency management,research and development emergency means for its emergency management status.Firstly,based on the causal chain theory of accidents,the JHA,FMEA,HAZOP and ESA methods are used to comprehensively hazard source identification the enterprise from the four aspects of personnel production activities,equipment facilities,operating procedures and site environment,Obtaining enterprise security risk information results.Identify potential emergencies from hazard identification results,identify only events,processes,locations,and early warnings of emergency occurrences,and develop early warning actions and on-site disposal measures for emergencies to develop a complete emergency knowledge base,as the basis for all emergency management of the enterprise.Based on the emergency knowledge base,the needs analysis of job emergency knowledge training is carried out to form a job emergency training demand matrix.Guided by the post emergency training demand matrix,the post emergency knowledge training courseware,emergency knowledge test question bank,and emergency response cards for each post are developed.Applying the emergency knowledge base to the enterprise's emergency plan,developing and improving the content of various on-site disposal plans of the enterprise,etc.it is of great significance for guiding the emergency management of enterprises and improving the emergency management level of port enterprises.All kinds of security risk emergency measures are in line with the actual situation of the company's operation site.They have practice and use value and they are targeted and operability,They are easy to be promoted and used among the grassroots personnel of the enterprise,providing a reliable way for enterprises to carry out emergency management.
