Research On Risk Management In Overhaul Project Of A Chemical Plant

In the continuous production process of chemical plant,the characteristics of chemical raw materials are high temperature,high pressure,toxic,inflammable,explosive,poisonous,and corrosive,etc.Under the complex process conditions,the failure rate of equipment will increase after a period of operation.There are high potential safety risks and may cause the plant unplanned shutdown without regular overhaul.The overhaul is an effective way to keep the safety and reliability for the large chemical plant.To make sure the overhaul can be completed according to the plan,unplanned events should be reduced.The project risk management can evaluate the risk of the overhaul project and put forward countermeasures to effectively control the risk,properly handle the adverse consequences caused by the unplanned events,and ensure the realization of the overall objectives of the project with the minimum cost.However,there are little research on the risk management of the whole process of overhaul project.Through the analysis of the current situation of overhaul project risk management in a foreign invested enterprise,the author finds out some problems such as imperfection of the organization structure,lack of risk management of all phases,and so on.Based on theory of project risk management,the overhaul organization should be improved;each phase of the overhaul should be analyzed,including risk identification,risk estimation,risk assessment,risk monitoring,etc.,and identify the main risks of each phase through the employment of checklist and causal analysis;identified main risks should be evaluated through the employment of decision tree method and fault tree method,etc.;and risks should be monitored through the employment of chart method and cost deviation analysis method.Finally,process based overhaul project risk management approach was applied to the Xth overhaul project and the result was very successful,verifying that this risk management system can effectively improve the overhaul project management of the A chemical plant,which can also provide reference for the future overhaul project of the A company.
