Chemical industry is the pillar industry of our national economy,and plays an important role in national stability and social development.As most of these enterprises are involved in the production or use of hazardous chemicals,their production activities usually have the characteristics of high safety risk.Overhaul is an important means for enterprises to maintain long-term stable operation of equipment and maximize the use of equipment service life,in which the safety problem is more serious.For a long time,the safety risk sources,risk control and related management theories of hazardous chemicals production enterprises have been studied in depth at home and abroad,but from the perspective of the project,the safety in the overhaul process will also be affected by schedule,cost and other factors,and indirectly by quality factors,the current researches lack comprehensive consideration of these factors.Therefore,this paper will study the risk factors of safety,quality,schedule and cost of the overhaul project,as well as the relationship between the factors and the impact hierarchy,hoping to provide some theoretical and methodological suggestions for the risk prevention and response of the overhaul project of hazardous chemicals production enterprises.The research idea of this paper is to identify the risk factors of the overhaul project of hazardous chemicals manufacturing enterprises,calculate the "four degrees" of each factor by using DEMATEL method,construct the hierarchical structure model of the factors combined with ISM method,and analyze the model results.Firstly,through literature analysis,WBS-RBS risk analysis and expert interviews,23 factors affecting safety,quality,schedule and cost are identified and summarized according to the four stages of the overhaul project.Then,the direct influence matrix is established by collecting the experts’ opinions on the influence relationship and strength of each factor through questionnaire survey,and the comprehensive influence matrix is calculated by DEMATEL method,from which the cause degree and centrality of each factor are analyzed;The reachability matrix of the system is calculated by using ISM model theory,and the hierarchical structure model of factors is further established.Finally,according to the model,the influencing relationship and influencing path among the factors are analyzed,the key influencing factors are identified,and the countermeasures are put forward.It is found that the factors affecting the risk of overhaul project are distributed in six levels,among which there are 2 key factors in the root level,1 key factor in the middle level and 2 key factors in the representation level.The conclusion of the study reveals the hierarchical structure of the interaction among the risk factors of safety,quality,schedule and cost in the overhaul project of hazardous chemicals production enterprises,which is helpful for decision-makers to intuitively understand the internal relationship between the risk factors of the system,to help them carry out prioritized,targeted and classified management and control,and to improve management efficiency.
