Analysis On The Implementation Of Straw Burning Policy In Anhui Province

Anhui Provinceis the country's major grain-producing province.Summer and autumn each year is harvest time of wheat,corn,soybeans and other crops.During this time farmers will burn the field to clean up farmland straw,in preparation for the next round of planting.Due to the burning of straw concentrated in the summer and autumn time period,which caused a period of serious air pollution.The problem of pollution is also of great social concern.In order to improve the status of straw burning pollution,Anhui Province has formulated a number of straw burning policy.In recent years,the haze problem has aroused widespread concern in the community,and China is also paying more and more attention to air pollution problems.Straw burning on the contribution of air pollution can not be ignored.It is of reference value to study the implementation of straw burning and burning policy in Anhui Province and to develop and implement the policy of straw burning and incineration in other provinces where large-scale straw burning is present.The results of this research are beneficial to the improvement of the present situation of straw burning in policy formulation and implementation.After years of practice,Anhui straw burning management policy in the implementation process exposed a lot of problems.For example,unreasonable policy formulation,the lake of executive capacity,low quality of staff from implementing agency,the lack of enthusiasm for the target group,imperfect supporting law,inadequate use of straw resources.In this paper,Smith's model is used to analyze the implementation process of straw burning and burning policy in Anhui Province.The implementation effect and existing problems of the existing policies are analyzed from four aspects:idealized policy,implementing organization,target group and environmental factors.Proposed to strengthen the scientific and democratic policy-making,improve implementation capacity of the implementing agencies,strengthen interactive communication with target groups,to create a good environment policy recommendations.
