An Empirical Analysis Of The Input Efficiency Of Urban Environmental Governance In Sichuan Province

In the past 40 years of reform and opening up,China has achieved remarkable results in maintaining sustained and rapid economic growth,people’s material wealth accumulation,industrialization and urbanization.At the same time,due to the natural contradiction of economic development and environmental protection to a certain extent,the strong preference of local governments for economic development has made China’s environmental pollution problems accumulate to the present day.The report of the 19 th CPC National Congress pointed out that the main contradiction in our society has been transformed into a contradiction between the people’s growing needs for a better life and the uneven development.Environmental problems have become an important factor restricting economic development and affecting people’s healthy and happy life.The government has begun to pay attention to environmental protection very early.Although the government has invested a lot of manpower,material resources and financial resources in environmental management,the governance effect is limited.The problem is still very serious and has become an important factor restricting economic development and affecting people’s healthy and happy life.In recent years,China has been considered one of the most polluted countries in the world and has been declining in the “Global Environmental Performance Index”(EPI)rankings.At the same time,starting in 2017,the state began a large-scale environmental supervision,shutting down a large number of “scattering and polluting enterprises” and rectifying enterprises that are not up to standard.The green development of ecological civilization has become an important strategy for China’s economic development.Based on this,the green development mode of “Clean Water and Green Mountain is Gold and Silver Mountain” is an inevitable choice for current development.At present,the growing imbalance between material and cultural needs and social development is becoming more and more serious.With the further improvement of people’s living standards,especially urban residents,urban residents are increasingly demanding a good living environment.At the same time,the government’s environmental governance has been at a very low level for a long time.Therefore,from the perspective of urban environmental governance in Sichuan Province,this paper studies the input efficiency of environmental governance,which has very significant practical significance for solving the current environmental problems in China.This paper starts with the concept of “environmental governance” and analyzes the causes of “environmental pollution” from the perspective of externality.Based on the marginal utility theory and runs through the whole text,this paper studies the input efficiency of “environmental governance”.In the analysis of the objectives of environmental governance performance evaluation,the objectives,subjects and objects of environmental governance performance evaluation are analyzed.This paper analyzes the literature review on environmental governance,studies the main research directions of government environmental governance performance,and reviews the literature on the efficiency evaluation of environmental governance.It compares the ratio analysis method,the regression analysis based on modified least squares method,and the stochastic frontier analysis method.And the data envelopment analysis method,the data envelopment analysis method is a suitable method to analyze the efficiency of environmental governance input.In the measurement analysis part,this paper clarifies the method of DEA as the evaluation of environmental governance performance input,and builds a static DEA performance evaluation model based on BCC,and determines the environmental protection financial input and environmental protection investment as input indicators;air emission scalar quantity The comprehensive utilization of solid waste,the harmless treatment of domestic garbage,and the amount of sewage treatment are output indicators.The measurement results show that the cities with comprehensive efficiency value of 1 have five cities,such as Chengdu,Zigong and Panzhihua.They can be considered as DEA effective.It can be understood that their input and output ratio of environmental governance has reached a relatively optimal state.This paper also calculates the dynamic changes of environmental governance input efficiency in each city and state by calculating the change of Malmquist index.It is concluded that the environmental management investment efficiency of Mianyang,Aba,Ganzi and Liangshan increased rapidly,while Suining,Dazhou and Yibin Governance efficiency has dropped significantly.On this basis,combined with the industrial base and environmental foundation of 21 cities and states in Sichuan Province and the experience of foreign environmental governance,some policy recommendations were put forward.
