Study On Environmental Performance Evaluation Index System Of Local Government In China

The environmental pollution bring us more and more threaten in our life and the economic development.Our government has to take measures to solve the environmental pollution.There're lots of assessment and evaluation systems from local government.The main purpose of this paper is to explore the existing problems and causes of the environmental protection work between the local government and its performance appraisal system,explore the optimization and standardization of local government environmental performance appraisal index system,in order to guide the local government environmental protection functions,Specify the direction and path of government environmental protection improvement,mobilize the enthusiasm of local government environmental protection work,and effectively promote the development of environmental protection work in China.Aiming at the characteristics of this paper,we use AHP,comparative analysis,theory and empirical combination,as well as qualitative analysis and quantitative analysis of the combination of research methods.On the basis of summarizing the results of the new public management theory,principal-agent theory,performance management theory and system theory,this paper summarizes the local government's environmental performance and environmental performance through the analysis of the case of Chengde environmental performance appraisal system Assessment system,environmental performance appraisal index system and other aspects of the main problems,and analysis of the main causes of these problems : the first,there're lots of problems on the evaluation system;the second,there're few public opinions;the third,the informations are asymmetrical;the forth,the assessment objects are too single.On these basic,explore the better measures : the first one,consummating the assessment and evaluation systems;the second one,The process of optimizing and standardizing the index system of environmental performance appraisal includes the introduction of simple and practical index screening method,the principle and calculation process of index weight determination,and how to index the assignment;the third one,During the construction of the evaluation index system,the information communication mechanism between the subject and the subject and the public is increased;the forth one,adding “the public satisfaction index”;the fifth one,the main body of the assessment of the introduction of third-party organizations involved.Finally,according to the above method,this paper has carried on the redesign of Chengde environmental performance appraisal index system.This paper can enrich the basic materials and achievements of the local government's environmental performance appraisal system in theory,and provide some valuable methods and suggestions for the design of the local government's environmental performance appraisal index system in practice,which is the environmental protection work of the local government To make a certain contribution.
