Research On The Construction Of Evaluation System Of Local Government Environmental Protection Policy Implementation

Objective With the development of China's economy,the extensive economic growth in the past few decades has caused a lot of damage to the ecological environment.The ecological debt has reached the point where it has to be repaid.The 18 th and 19 th National Congress reports have protected the ecological environment.As an important content,President Xi Jinping also put forward the accurate conclusion of the "two mountains theory".Many environmental protection policies have been introduced,but the key to the implementation of environmental protection policies lies in the implementation of local governments and the strong and weak relationship between local government policies.The final effect of the regional and national ecological environmental protection policies is related to the improvement of China's ecological environment.Therefore,it is necessary to construct a fair,just,objective and reasonable evaluation system for the implementation of local government environmental protection policies.This is the key to evaluating and analyzing the implementation of local government environmental protection policies.It can be found that local government environmental protection policies have weak enforcement power.And carry out targeted upgrades.The purpose of this study is to construct a reasonable evaluation system for the implementation of local government environmental protection policies,evaluate local governments,find local government's shortcomings in the implementation of environmental protection policies,and give targeted policy recommendations.Methods This research comprehensively applies the combination of qualitative and quantitative methods,theory and practice,specifically the literature review method,expert consultation method,analytic hierarchy process and other research methods.In the theoretical research stage,the literature review method is used to review and review the related research of the predecessors,which lays a certain theoretical foundation.In the construction stage of local government environmental protection policy implementation,the two rounds of expert consultation method are used to determine the final indicators and the use level.The analysis method determines the weights of each index;in the empirical research stage,the field questionnaires in Yinchuan City are used to obtain first-hand information,and certain secondary data are obtained through public data,statistical yearbooks and media reports on the government website,and the questionnaires obtained are sorted out.Computation and analysis,the implementation of environmental protection policies of local governments in Yinchuan City was obtained,and the reasons for the inefficiency of local government environmental protection policies were analyzed.Results Firstly,according to a certain theoretical basis,through the analysis of relevant influencing factors and expert consultation,the indicators were screened,the local government environmental protection policy enforcement evaluation system was established,and the weight was determined.Secondly,the Yinchuan City was empirically tested.The research obtained the score of Yinchuan City.Finally,the evaluation results of Yinchuan City were analyzed.According to the problems found in Yinchuan City,the reasons for the inefficiency of local government environmental protection policy implementation were explored and given.Targeted countermeasures.Conclusion The lack of local government policy enforcement has made the expected effect of environmental protection policies difficult to achieve.The reasons for the inefficiency of the implementation of environmental protection policies are complex and diverse,mainly including the need to improve the policy quality of environmental protection policies,the need to improve the comprehensive capabilities of executive entities,inadequate implementation of resource support,poor implementation of the environment,and inadequate implementation of policies.Ecological restoration and environmental governance also require us to continuously invest in local conditions.Local governments play an important role here.For the implementation of local government environmental protection policies,we can start from the following aspects and adopt various methods to improve policy quality.Optimize organizational structure and mechanism,improve the overall quality of executives,innovate ways to obtain resources,actively improve the execution environment,and improve implementation methods to enhance policy effects.While the ecological environment is receiving more and more attention from all,it is hoped that local governments will enhance the implementation of their environmental protection policies,and do better and better in pollution control and ecological restoration,and make more contributions to the realization of beautiful China.
